A. Rationale and Objectives

 

1. Common interests/methodology/underlying problem

 

The common interests of this transnational partnership centre around innovative approaches to the accessing of learning and training by particular target groups. These include the development of e-learning methodologies, technological innovation, the creation of learning tools, learning support, and the dissemination of opportunities to target groups who face barriers to traditional forms of learning. Such groups include single parents, rural populations, older people both working and unemployed, and disabled people.

The methodology will be the development of learning tools that will meet the needs of target groups, and will be disseminated by local partnerships. Additionally there will be workshops and studies carried out on the themes……..

common problems of access to lifelong learning and training opportunities, work on the reducing of inequalities of all sorts given the current needs for all workers to be in touch with changes in the worlds of work, to develop new skills, and to adapt to new employment opportunities.


2. Lessons learned from previous relevant actions

DP CZ-47: The Labour Office in Semily, the lead partner of the EQUAL II project, has much previous experience of transnational cooperation. We have participated in European projects, particularly Leonardo da Vinci programmes (“Services” CZ/A/F/PL/134144 in 2002, “Opportunities” CZ/04/A/Pl/13144 in 2004-2005) which placed young unemployed people from Czech Republic on short-term placements with employers in the Netherlands. We have experience of the Socrates programme focusing on the integration of minorities (Grundtvig GRU-PV-9/2002) and transnational cooperation in learning (G2-P-2003-17). We were involved in the PHARE programme as well as in other European programme directed at new member states. We also carried out pilot studies of the national projects “First Opportunities” and “New Start” developed by the Employment Services of the Czech Republic in 2002-2003. The national partners involved in the DP have experiences with retraining courses for adults and with life-long learning, and are in continuing cooperation with the Labour Office, taking part in European programmes of cultural development, conservation of the environment, internet scholarship and others.

 

DP UKGB-177:  The lead partner in the DP has previous experience of transnational working, including an EQUAL 1 project under theme A. Here we worked in a group looking at new approaches to guidance for migrants as part of a larger TCA (FACETS). The lead partner also has experience of working on the development of a vocational distance learning course as part of a Leonardo funded project. One of our partners, BEM (Black Environment Movement) has previous experience of transnational working as part of EQUAL 1 and other projects. Most of our other partners have experience, sometimes very extensive, of working transnationally at European, and in some cases global levels.

 

DP 2004-BRG-41144: CFA la Noue, the lead partner of the Burgundy project, is a training centre which has already initiated action research on updating training approaches particularly through trialling a form of customised learning, using innovative student support approaches, and new technology. CFA has already been involved in an EQUAL project under theme F where they were responsible for the secretariat role, and for exchanges. Its partners are   

-  Cnifop, through being involved in a specific part of the previous EQUAL programme has developed significantly in its use of ICT in training.

- Chamber of Commerce and Trades in the Côte d’Or was also a partner in the first EQUAL programme, and was particularly involved in developing methods of validation /APEL.

 

DP Befr-80: The Déclic DP has previous experience of taking part in Equal 1, specifically on distance learning. Several training modules have been developed as well as research on new pedagogical and training methods to enable the optimal exploitation of the current potentialities of ICT with a particular focus on the learning processes of trainees. A report of a study describing various experiences of putting contents on line is available on the Internet.

As well as the transnational experience provided by Equal, each partner is used to working on international projects, especially European programs (Leonardo, Adpat,…).

 


3. The common objectives of the DPs

An important objective is to exchange experience and good practice with all other partners on significant aspects of local programmes.  Not all partners have the same level of experience in e-learning, but all can benefit from working with or visiting others with differences in the context and content of learning, and in the sharing of technical advances and methods.

One common theme linking the different DPs is, among others, the integration of e-learning processes and methodologies, either through training systems, or through local or regional organisations. Doing this requires the adaptation of learning methods, of training content and the supervision of training.     

Each DP hopes to develop further innovation in approaches to training but there is a particular focus on support for a more individualised and learner focused approach.

Some common concerns have emerged around topics in lifelong learning and these will be the focus of seminars: student motivation for learning/training, approaches to the validation of prior learning….

Exchanges are of central interest to all partners. This will include exchanges between beneficiaries and staff from two partner DPs who share specific concerns. These will lead to both the exchange of good practice, and widen the horizons of participants.

5. Added value on the strategy and intended results of each of the DPs involved


DP UKGB-177 : PDD – UkGB – 177. The GWLAD partnership brings to the transnational group previous experience of working on European projects including EQUAL 1. Members of the partnership have extensive experience of working with a very wide range of target groups, which is probably greater than that of other partners in the TCA. Our target groups include lone parents (father as well as mothers), people involved in substance abuse, and members of black and ethnic minorities, Some members of the partnership, especially the Open University are world leaders in the area of distance learning, and the department of Lifelong learning, UWB, also has experience in this field. The Department of Lifelong Learning also has a very well established programme of outreach educational provision across a wide geographical area. We hope to benefit especially from other partners’ greater expertise and experience in innovative approaches to vocational training, and in extending our understanding of issues relating to lifelong learning in rural areas.

 

 

DP 2004-BRG-41144 : The lead partner, which also has responsibility for transnational coordination is already experienced in this area, primarily through taking on a secretariat role, and being responsible  for ‘ person exchanges’ in a previous Equal programme. The local DP’s approach to lifelong training is very much focused on the vocational area. There is less focus on this in the other DPs so our contribution from this perspective will enhance the research and other outputs. The strength of the transnational partnership in the area of e-learning will offer new perspectives to the members of our DP whose experience is limited to face-to-face delivery. However, a distance learning approach will be included in the near future in the development of a module on a common topic to be developed by some of the partners.

 

 

DP Befr-80: The Déclic DP brings its expertise in distance training and use of ICT to the transnational cooperation.

LabSET develops Distance Learning instruments to improve the quality, efficiency and flexibility of learning: it helps its clients and partners to conceive, develop and assess their own courses and activities on the Internet; it also organises theoretical and practical training. LabSET provides technological and technical assistance, combined with ODL potentialities to bring added value to the usual training.

The interest for the DP lies in the variety of the groups targeted for distance learning approaches developed by each DP. The exchange of practice, and the constraints encountered by the other DPs in the area of access to training or learning (especially technical courses) will offer opportunities for the testing or validation of models developed within the national DP.

 

DP CZ-47: The Czech DP brings to the TCA previous experiences of retraining unemployed people and integrating them in the labour market, and also an understanding of the specific political, cultural, legal and educational problems and practices that come from the historical period of real socialism. This different knowledge will enrich the transnational partners who have lived for a long time in democratic societies, and add value to their developments in areas such as motivation for life-long learning, taking account of psychological issues, avoiding inappropriate approaches, and recognising latent problems, risks and limitations. We hope to acquire knowledge of the educational systems in the advanced European states so as to be able to relate these more effectively to practice and legislation in the Czech Republic, and to modify and improve local educational systems. We expect to gain and develop knowledge of distance learning, share best practices and methodologies, and create international goodwill and contacts for future cooperation.

B. Work Programme & Working Methodology

 

1. Transnational activities foreseen

 

a. Overall transnational strategy

.

We intend carrying out 4 main activities, each one co-ordinated by one of the partners, and within these there will be sub-activities, with partners having varying degrees of involvement in these. While there are broad areas of common interest, there are significant differences in the budgets available to partners, making it impossible to share all activities across all partners.

However, each partner will be involved to varying extents in at least part of the four main activities.

Steering group meetings will be organised at regular intervals to monitor and evaluate activities.

In the light of each partner’s previous experiences of transnational cooperation, there is a clear need for regular communication between members of the partnership in order to coordinate planned activities and to limit meetings to those that are strictly necessary. This will be achieved by developing an internet site as the main medium of written communication. This will ensure that partners will not receive large numbers of e-mails that may remain unread.

c. Description of the activities/tasks

 

1.                 Exchange of best practice and experiences

1a. Users guide to distance learning, Coordinator : DP Déclic, Participants: all DPs, Timetable: May 2005-June 2007 

During EQUAL 1 the Belgian DP carried out a study on the methodology of distance learning. The objectvies of this study were - to share different partners’ experiences of distance learning as a preliminary to developing and testing new methods of teaching and training, - to develop a practical, useful and relevant tool that could be used by anyone undertaking a distance learning project. Approximately 40 documents were developed around 6 topics ;1.how to introduce a distance learning approach in existing structures  2.how to develop links between the tool, the audience and strategies  3. how to develop appropriate teaching approaches to a distance learning course  4. how to evaluate the quality of a distance learning course 5.how to introduce trainees, or students (or others) to a distance learning approach 6.how to support tutors (learning at a distance).

An evaluation of the developed product revealed that while the content was interesting and useful for those wanting to become involved in distance learning, it was not very easy to use or visually appealing.

The Declic DP therefore wish to revisit the contents of this tool, to develop them further, and in particular, to carry out more work on the presentation to make it more dynamic, interactive, and genuinely useful. Thus preliminary work will be undertaken before involving transnational partners. Each DP will nominate someone to have particular responsibility for this work, but can include several people in this working group.

Transnational partners will be asked to report on their experience of distance learning, such as videoed interviews with users and project descriptions…The workshops will be structured and the content for them will be developed internally by each DP.

The guide will be made available in French and English on the common internet site, and on partners’ own sites if they so wish. As considerable preliminary work will be undertaken by the Declic DP, other DPs will be responsible for translation from French. The first transnational meeting for this topic will be organised in Belgium in March/April 2006. This will be a complete day’s work. A second workshop will take place at the end of 2006/beginning of 2007, as part of a larger meeting. We would expect that in addition to attending workshops, each partner would need to contribute 25 days of work. The DECLIC DP as they have the main responsibility for this activity will need an extra 12 days work in order to co-ordinate and to put the guide on-line. The guide will be available in June 2007. 

1b. Induction to e-learning and the range of their activities by the Declic DP. Co-ordinator:French DP. Participants Belgian DP, Czech Republic DP. Timetable –May 2005-Dec. 2006.

The DP Declic will share their expertise in e-learning with partners, informing transnational partners about different training and induction activities in e-learning that they undertake in the course of their day-to-day work. Partners wishing to participate in this activity will need to make arrangements with the Declic DP but will be responsible for their own travel arrangements. We draw your attention to the fact that the majority of these activities will take place in French. The Declic DP will not be providing translation. The Declic DP will keep partners informed about the conditions for accessing their training and induction activities.

1c the use of validation (APEL) in lifelong learning Coordinator : Gwlad DP Participants : CFA la Noue DP  Timetable: one workshop in Oct. 2005, and one in early 2007 

APEL (accreditation of prior learning and experience) or validation as it is generally known in Europe is an important aspect of the learning or training experience of adults. It is a way of recognising and valuing previous experience and learning gained in both formal and informal learning contexts. The use of validation is a powerful tool for acknowledging and certifying the very real learning that takes place in workplaces and communities but is generally not valued.

The Department of Lifelong Learning, University of Wales, Bangor, and lead partner of the GWLAD development partnership have considerable experience of validation including a European dimension based on previous work on a Leonardo project (Home Care in Europe 2002- 127021). An innovative tool we would particularly wish to share with transnational partners is an e-learning version of a validation tool.

Links will be made to national and transnational credit frameworks, including the European Credit Transfer System (ECTS).

The work package will consist of a one-day workshop (to take place in Wales) during the first year of the project (Oct./Nov. 2005 ) and a further one day workshop (probably in another venue) at a later point during the project. The first meeting would be to outline the main issues and practices involved in using APEL, drawing particularly on the Welsh experience, and the second meeting would be a review of the use of validation by the transnational partnership.

The outputs of the work package would be a report on the two workshops, and a general report on best practice in the use of validation across the partnership.

1.d .Workshops on “motivation and retention of learners before and during traning“ Coordinator: The Labour Office of Semily Partners: GWLAD ,CFA La Noue Timetable : October 2005 in Bangor (Wales), November 2006 in Semily (Czech republic) 

Life-long learning/training is an important aspect of modernity, but it is not self-evidently so for all therefore it is important to recognize how to motivate, activate and retain people (especially those from particular target groups) in this process. In order to acquire the best strategies and approaches, we will  organize two workshops on the theme of motivation to share experiences on practical aspects and concrete problems.

The first workshop will be arranged at the beginning of the transnational cooperation programme and all participating DPs will present their experiences and the practices used for the motivation and retention of target groups (relevant materials  such as analyses, surveys, statistics and others will be send to all partners beforehand), they will exchange information and basic approaches, discuss similarities and differences in strategies used by discussing practical examples and considering concrete situations and target groups. The benefits of this workshop will consist of mutual inspiration and enrichment and will provide  possibilities of parallel development and improvement of innovative approaches to the motivation of target groups for life-long learning/training.

The second workshop on motivation will be organized one year later where results will be compared and specific problems, innovations and practical solutions discussed. The participating partners will create common strategies in relation to the successfully tested practices and than verify the models or parts of them in the specific national contexts – that is to import, export or adopt best practices. A comparative study will be written jointly as an output of these workshops which will be disseminated.

 All participants of the workshops will gain a certificate confirming their attendance, probably some type of Europass. The workshops will be conducted in English and all outputs will also be translated into French.

Each workshop will take two working days and will be attended by two experts (3 at maximum) from each DP.

The visiting experts will pay their own travel and subsistence costs. The receiving DP would pay costs (internal travel and subsistence) of participating experts from its own DP. The organizational costs will be paid by the DP which arranges the meeting.

 

2.Exchange of beneficiaries and staff

 

2a) Exchange of beneficiaries

Co-ordinator:French DP. Participants: Czech Republic DP. Timetable –September 2005-Dec. 2007.

As there are many similarities and complementarities between these projects, the exchange of beneficiaries between national DPs will be organised by the respective partners. The focus of these exchanges will be ‘ discovering training systems’ and ‘vocational training’. However other possible foci may emerge as we gain more knowledge about our respective partnerships, and our programmes. Although at the initial stage of this partnership only the French and The Czech DPs have expressed an interest in taking part in this activity,  it is of course possible for other DPs to become involved as well if they decide to do so.

It is not currently possible to indicate a definite timetable for when these exchanges will take place, other than that it has to be during Action 2. However, indicatively we wish to organise at least two beneficiary visits to France, and two to the Czech Republic in relation to the above topics. It is up to each partner to decide how many beneficiaries they wish to include in each visit. Costs of the visits will accrue to the DP from which the beneficiaries come. If more than one DP is involved in one visit costs will be apportioned according to the number of beneficiaries from each DP.

 

2b) – Exchange of staff

Coordinator: GWLAD, Partners: Labour Office of Semily – CFA La Noue, Timetable: to be defined during the course of the project 

At an initial preparatory meeting during Action 1 it became clear that the various transnational partners in this Development Partnership have many factors in common, and that there would be much to gain from exchange visits of staff during the course of the transnational programme. The aim of these visits would be to enable a small group of staff to study and explore in some depth different ways of dealing with similar issues in the different countries.  There will be four visits in all –

  • One by a group of staff from GWLAD DP in Wales to Semilly in the Czech Republic.
  • One by a group of staff from Semilly to the GWLAD DP in Wales.

These two DPs have many similarities. They are both operating in mountainous, rural areas where people have problems with transport and access to facilities. The programmes of work being undertaken by the two DPs are also very similar, in that they both have a focus on bringing learning and training opportunities to people in rural areas. The two visits would involve visits to various projects and activities taking place in the communities. The staff involved would be those working closely with the target groups at community level in the two DPs.

The other two visits will be –

  • One by a group of trainers from the Burgundy DP to Semilly in the Czech Republic
  • One by a group of trainers from Semilly to Burgundy.

The focus of these two visits would be to give vocational trainers the opportunity to study training approaches in similar sectors (catering and automotive trades) in the two countries. There would be visits to educational establishments and workplaces in the two regions to examine the different approaches taken to training in rural areas, and particularly any use being made of e-learning.

It is anticipated that each visit would be of four full days in length, with an additional two days needed for travelling. The number of staff involved in the exchange would be determined by the individual DPs , but is likely to be a group of 3-5 people.

 In each case the receiving DP would take responsibility for arranging the visit and organizing internal travel and accommodation.

Translation and interpreting – English would be the main language of the bilateral visits between GWLAD DP, Wales and the Czech Republic DP. The Czech group would need to ensure that at least one of the group visiting was fluent in English, and that there would be English speakers available to meet the visiting group from Wales in the Czech Republic. Translation arrangements for the Czech Republic/ France visits would be made by the two participating DPs.

3 Dissemination of the TCA’s activities, workshops and publicity

 

 

3a the Website

Coordinator: The Labour Office of Semily, Partners: all partners, Timetable : the whole project 

The Czech DP will create the common website with the interface in English and French, procure the administration of the domain and all the fees related with its registration and maintenance.

The common website would be used in two different ways:

  1. as a communicative and decision-making system (non-public)

Each transnational coordinator will receive the login and password for entrance to the editorial system of the website and so gain the possibility and the right to attach articles, reports, commentaries, to vote and approve  future steps, to give feedback on planned activities and their contents, and to participate in discussions and decision-making directly through the common website.

  1. public website for presentation of the activities and results of TCA

Reports and outputs from the TCA which will be authorized and confirmed by all transnational coordinators in the editorial system will then be transposed to this public part of website. The hyperlinks to all involved DPs will also be placed on this public website. Each partner would be responsible for linking to their own website.

Each transnational partner will provide information about the common transnational website to all national partners as well as for disseminating information about the transnational cooperation and the participating transnational partners among policy makers and local, regional, national and European leaders. They will disseminate the outputs of the TCA in the best possible ways and by all possible means.

 

3b Conferences and Seminars

Coordinator: The Labour Office of Semily, Partners: GWLAD , CFA La Noue, Timetable : November 2006 in Semily, May 2007 in Dijon 

Two transnational conferences will be organized during the second half of the project period for dissemination of activities and results from the TCA. Each DP could invite opinion leaders and media representatives to the conferences organized in their state to ensure the best possible conditions for setting up changes in social and educational policy as well as to support wider dissemination of information about transnational activities and their results and outputs. The main function of the conferences will be to share information and results of innovative approaches and methods in life-long learning/training, the recognition of  best practices, the development and improvement of disseminating strategies in the different countries, specific contexts and situations and particularly to influence policy makers as well as local and national opinion leaders to accept and promote innovative models of the life-long education that have been successfully developed and tested.

The DPs organizing the conference will procure the bi-lingual simultaneous translation (English and French). The visiting representatives of DPs would pay their travel and subsistence costs, the receiving DP would pay the internal travel and subsistence costs of participating representatives from its own DP and would pay the costs of translation.

All DPs will be responsible for continuous dissemination of information in their own countries (through national conferences and seminars) and procure publicity of the project activities on the through interviews, videos, reports and releases in all applicable types of media – press, radio, national as well as local TV channels, websites and other mass media, gain access to miscellaneous public arenas and present the contributions and benefits of the transnational partnership. All published information would be sent to the non-public part of common website (ideally in both  English and French) and after authorization by all transnational coordinators transposed to the public area of the web.

 

4.Steering of the transnational project

4a. Technical secretariat Co-ordinator – CFA La Noue, Timetable – the whole of the project

The role of secretariat will be taken on by the French partner. The main role will be to take on all tasks relevant to the secretariat, with members of the steering and evaluation group, and with co-ordinators in order to ensure the smooth running of the transnational partnership.

Produce agendas and minutes of steering group meetings, and make note of decisions taken.

Provide support to the common activities working groups.

Documents will be produced in French and English.

 

4b. Evaluation co-ordinator – CFA La Noue, Partners – Gwlad, labour Office of Semilly, Declic. Timetable – the whole of the project

The French DP is responsible for organizing the evaluation, and will consult with an external evaluator to determine the framework. The evaluator will be required to develop an evaluation with the following characteristics – the evaluation will consider two aspect of the transnational cooperation, - the development of the activities planned in the TCA, and how they relate to EQUAL principles, - the working of the transnational cooperation partnership.

The approach to evaluation will include both external and internal evaluation. The timetable will involve producing an interim evaluation for the steering group, with recommendations if necessary.

The steering group will be the appropriate place to monitor activities undertaken, to take decisions in relation to future activities, and to receive the recommendations of the evaluators.

Decisions will be incorporated in minutes; these will be communicated quickly to all DPs. As the Declic DP will not attend all face-to-face meetings, this DP will be available at a distance when decisions are made (chat, telephone) that involve all DPs.

 

2. Methodology for sharing information, results and working tools

Many ways of sharing information will be used:

Telephone and e-mail will be used as a regular means of communication

An internet site with a space dedicated to partners will be developed making it possible to share common resources, information about the development of local projects, and a space for common working.

Regular meetings of the steering and evaluation group will help to ensure that work continues on transnational work, and will take important decisions

Staff meetings of the various DPs will enable communication to take place relating to the work of others, and to get to know of their developments

Working groups will be constituted to lead transnational activities

3. Time schedule for milestones, outcomes and events

The transnational programme can last for up to 36 months, depending on the final dates for each programme. Each DP has a different final date depending on the country, and some will cease transnational activity sooner than others. It is anticipated that activities undertaken by all 4 partners will be completed before the end of the first partner’s programme; however other activities that only include other partners may continue beyond this date.

The organisation of an exhibition of the results of the project will mark the end of all common activities.

  1. Arrangements for cost sharing and avoiding double funding

The principle of reciprocity will be used by each DP for transnational activities. Transnational costs directly attributed to the activity of a particular DP will be paid by that DP. The same principle of reciprocity will be applied to common costs (products and joint activities). If this is not possible an agreement will be drawn up to share the costs according to one of the following methods: splitting of external costs prorata, and reimbursement of costs to the DP undertaking all of one of the transnational activities.

2.Role and tasks of TCA secretariat and external expertise (if any)

 

The role of secretariat will be taken on by the French partner. Their main role will be to take on all tasks relevant to the secretariat, with members of the steering and evaluation group, and with co-ordinators in order to ensure the smooth running of the transnational partnership.

Produce agendas and minutes of steering group meetings, and make note of decisions taken.

Provide support to the common activities working groups.

Independent experts from outside the steering group will be approached to lead the evaluation of the transnational cooperation and associated activities.

 


3. Arrangements for decision-making

Each DP represented by its transnational coordinator will be entitled to take decisions on the steering group. This group will meet two or three times a year according to the requirements of the transnational activities. If necessary, decisions will be put to the vote, with one vote per DP.

E. Monitoring and Evaluation Procedures

1. Mechanisms for monitoring and evaluating of transnational experience and results

The evaluation will consider two aspect of the transnational cooperation, - the development of the activities planned in the TCA, and how they relate to EQUAL principles, -

 the working of the transnational cooperation partnership.

The approach to evaluation will include both external and internal evaluation.

Evaluation will relate to EQUAL principles; this will apply to both internal and external evaluation.

The DP responsible for this aspect of the work will approach an independent external evaluator of established competence. Their role will be:

The development of a framework

Guide members of the steering and evaluation group in the use of the framework

With the members of the steering and evaluation group, lead the analysis of the work carried out and develop recommendations for adjustments that may be necessary

carry out regular evaluation accompanied by an interim report, and a final report on the outcomes of the transnational cooperation.

2. Mechanisms for updating work programme, working methodology and organisational

Progress on activities will be considered at each steering group meeting. The interim evaluation should make it possible to rectify any problems.

If necessary, adjustments to the programme of transnational work or methods of working will take place outside the steering group.
