The transnational partnership REAL is regularly evaluated by the external evaluator. Thibault Pourbaix from CDI Lyon participates at all meetings of the coordination and evaluation group and he is responsible for external evaluation of our project.

PROCEEDINGS
1 – Tour de Table of the local projects
DECLIC Befr-80 Project: the Labset project is well underway, particularly the Community of Trainers and setting up a means to evaluate distance training. Work is being done to set up a tool for detecting any withdrawals from training programmes for trainers to remedy such a situation. As regards the ESUS database: it has proved necessary to reformulate the programming that, at the moment, is very problematic. The objective is to have everything restored by March, the official launch date for the portal. A request for Action 3 remains pending.
Gwlad UKGB-177 Project: Action 2 is expected to come to end 30 June 2007 and may be extended to October 2007. Current developments relate to training beneficiaries. The target groups vary depending on the members of the DP, that is, aging farmers, young mothers, minority nationals, victims of addiction, and so forth. Part of the work bears on the research in innovative approaches to training between distance teaching and one-to-one education. The use of podcast technology allows Polish or Czech people, who are arriving in great numbers following the European enlargement, to study languages. Another line of development revolves around guidance: providing information on the availability of training and funding that can be mobilised. An occasion for dissemination was organised at the end of November which could bring together more than 120 people, particularly politicians. A request for Action 3 is in progress and it should begin in February/March.
ARTI 2004-BRG-41144 Project:The programme is taking place well with slight differences between each of the activities developed. Activity 1: ‘Studies and Communication’ experienced significant progress: study of the pottery profession finalised by CNIFOP, the chamber of trade and craft with the CFA launched the information campaign on job and training opportunities in the craft sector. Activity 2, ‘Innovation in Training’ was set up at CNIFOP following the results of the survey carried out among potters, and focused in particular on their expectations of training. As regards the CFA, after a strong start, this activity slowed as a result of human resource issues. This should be restored at the beginning of 2007. A new boost should be given Activity 3, ‘aid package for creating/recovering business’, in particular by seeking financial partners. It was possible to postpone the end of the project to 30 June 2008 as regards developing activities and to 31 December 2008 as regards the coordination and administrative and financial management. The Action 3 application has not been lodged because the co-financing has not yet been mobilised.
Krakonos computer Project CZ-47: The results are very good and, in some cases, exceed the most optimistic expectations. For example, the travelling training courses have already involved over 600 people. The courses are organised in 90-minute sessions over 20 weeks. At this stage, 45 training sessions have been held that relate to learning foreign languages or computers. The success rates are very good (as high as 83%). The target group concerned has principally been female and in employment and includes those who feel the need to update their skills and abilities. There is a desire to include more jobseekers and people with little qualification. Another of the project’s activities involves setting up a training information centre among the partners. It is necessary to improve the beneficiaries’ understanding of the significance of lifelong learning. The project is also running well because of the involvement of the municipalities, regions and decision-makers, thereby allowing dissemination of good practices. The Krakonos project has been kept to appear on the European portal as a model project.
2 – Progress of ACT activities by each coordinator
§ Activity 1:
1A: methodological guide for open and distance learning: this activity has not had much progress, particularly because of difficulties connected to the computer tool. This has shown some significant shortcomings and a great deal of work will be necessary to update it. Therefore, no work schedule can be made at the moment. Information has been input into the database and there is a total of some 70 files.
1B: Marie-France asks the partners about their expectations of the newsletter because there does not appear to have been much interest on their part. Its development demands a great deal of time from Pascal and she would like to have specified the direction of the expected content. The newsletters that have already been distributed provided some information and used a highly technical language that was not easily understandable by all persons addressed. Feedback is encouraged regarding reorganising dissemination of information that responds to the expectations of the majority.
1C:Working group on validation: this workshop is keeping to its original schedule. The work addresses the use of validation by the partners in the context of their activity. In November, the Welsh partner helped discover an on-line tool developed in the context of the Leonardo programme. The 6 December amalgamation allowed updating a framework for a draft final report. This will allow improved understanding of the use of validation as a tool to involve individuals in training, but also of how it is integrated into Equal’s thematic principles. A schedule to finalise this workshop was set to end 31 March and to allow dissemination at the final Sémily meeting.
1D: Working group on motivation.Following the Bangor meeting, each partner was asked to make a contribution with the goal of drafting a final report. The French contribution arrived late and did not make a first interim summary possible. This will be completed quickly and sent by e-mail to the participants who should correct it according to what has been said during the working session. There should be a first translation of this interim work. The final document should be available in English and in French.
§ Activity 2: exchanges, organising the next exchanges
2A: beneficiary exchanges: A bilateral exchange between the Czech Republic and Bourgogne regarding learners on the theme of ceramic pottery is planned for March and April 2007.
2B: technician and expert exchanges: the Burgundian DP would like to be able to relocate its technicians and teachers. At the moment, information is being gathered on the expectations of potential beneficiaries of this exchange so that it can be organised by the Czech partner. A bilateral exchange between the Czech Republic and Wales took place between July and October. The participants of each DP were very satisfied: they found the meetings very enlightening, and the visits and meetings of high quality. The partners noted that these transfers allowed them to form some strong friendships, to involve the DP members more and to strengthen the spirit of partnership in the Equal project.

§ Activity 3: Web Site, expectations and proposals
3A: Internet Site: Following a failure of the Web hosting provider, it was not possible to renew the first web site address, and a new address was bought, www.real-europe.net. The Czech partner asks the other members to send him as much information as possible which is to be placed on the site and asks in particular that the French partner make an effort to translate the documents into French so that the commitment to having a site in two languages is held. Work on updating the information is very important.
3B: Mainstreaming: organising the next meeting in Sémily. This meeting should also include a steering committee meeting.

Marie-France asks what interest the Czech group will bring to our work. Thibault Pourbaix suggests that the DP communicate what it would like to develop in Action 3.
Katarina would like to hold this event in the high mountain region that the local representatives and the potential audience greatly enjoy. She does not believe the distance will be an obstacle to their participation. She asks everyone to indicate the number of participants per DP so that she can organise accommodation as quickly as possible.

4B: Presentation of the interim evaluation: Thibault Pourbaix hands out a printed version of the PowerPoint presentation on the interim evaluation report. The Steering Committee members view it and make comments. Some points were clarified.
